On Friday night Moore submitted plans to the commissioners, certified by Juhn Lenfestey, professional en- gineer, that involved running a "c" girt around the perimeter of the building. He maintained that the Federal Emergency Management Agency (FEMA) had ruled that Wood Guard had met the elevation and floodproofing requirements stated in Monroe County's Floodplain Ordinance and that he should be granted a building permit to install the "c" girt and continue construction. Over 30 citizens attended the meeting on Friday night at the Monroe County Courthouse to listen to Moore's presentation. Most were opposed to Moore's permit applica- tion and urged the commissioners to consider the broader language of the floodplain ordinance that re- quires the commission to cons;der the issues of health and welfare of the county's citizens when deciding on a permit application. Newly elected delegate Mary Pearl Compton even asked that the commission schedule a fully public hearing in which the issue of the Wood Guard plant could be dis- cussed. At the meeting's end the commis- sioners neither approved nor denied the permit application. On Saturday Moore stated again that he feels that the commissioners should issue him a building permit because his application is in order. He said that he will be contacting FEMA early this week to ask them to explain the penalties of not com- plying with the floodplain ordinance rules (i.e., losing federal flood insur- ance eligibility). Moore also noted the possibility of filing a writ of man- damus to force the commissioners to abide by the ordinance's provi- sions. B.A.L.L.
