NOTICE: The West Virginia Regional
Jail and Correctional Facility Author-
Ity will hold a Public hearing, in accor-
dance with section five, article twenty,
chapter thirty-one of the West Virginia
Code and the implementing regulations
filed in response thereto in 94 CSR 2, on
the proposed use of property located in
the Beaver and Williamsburg District of
Niche!as County as the location of
minimum-medium security correctional
facility, implemented to house one thou-
sand five hundred (1,500) inmates. The
Richwood Innovative Incarceration Facil-
ity would be a Privately Owned and Op-
erated Prison.
The Public hearing will be held on Thurs-
day, November 15. 1990 at 7:00 p.m. in
the City Hall at Richwood, West Virginia.
The purpose of this Public hearing is to
receive public comment on all aspects
relating to the advisability of the use of a
portion of a tract of land being eight
hundred thirty acres (830), owned by A
Lee Williams and Annetta Williams. his
wife, and H. B. Williams and Eleanor Wil-
liams, his wife, wherein have entered into
a Contract and Option to sell Real Estate
to the City of Richwood, a Municipal Cor-
poration, bearing date of the 8th day of
August, 1990. Written comment from
interested persons will be received for a
period of ten (10) days following the Pub-
lic Hearing.
The social, economic and environmental
effects of the project will be discussed at
the public hearing. The Authority will con-
sider the approval or rejection of the site
at a date after a ten (10) day response
period has lapsed. The project will be
built in three (3) phases, estimated to re-
quire approximately thirty (30) to thirty-
six (36) months. Although detailed draw-
ings will not be available at the hearing,
conceptual renderings will be available,
along with additional information con-
cerning the Authority's plans for the Pri-
vate Prison. Information concerning ihe
Private Prison will also be available for
inspection in the Office of the County
Commission in Nicholas County and the
Office of the Mayor in Richwood, West
Virginia.
