A standing-room-only crowd was
on hand at the February 20 Lewis-
burg City Council meeting to hear
comments from Joe Richards, state
director of operations for the Voca
Corporation.
Mr Richards reacted to recent
complaints from neighbors of the
Voca-operated group home for the
developmentally disabled on
Montvue Drive.
"We want to be better neighbors,"
he said. "We're still experiencing
growing pains, and we haven't un-
packed all our boxes yet, but we're
making every attempt to correct any
problems we've had."
Nearby residents have com-
plained about unsupervised clients
of the home entering their homes
without permission on several occa-
sions. The Council passed a resolu-
tion last month demanding Voca

dents would be properly supervised
and workers would be qualified.
Mr Richards said, "There have
been personnel changes at the
Montvue home. Some of the staff
members who were there a month
ago are no longer there." He refused
to say whether those changes were
the result of firings, resignations, or
both. The groups homes on
Montvue Drive and Judyville Road
each have a staff of around 15 to
18, he said, with some additional
contracted consultants.
There are now seven clients in
each home. The maximum of eight
will soon be reached, Mr Richards
said. Plans call for the construction
of a fence around the home and a
larger parking lot.
In addition to the staff and physi-
cal plant changes, Mr Richards said
'1 am watching the placement of ev-
ery person at both the Montvue
Drive and Judyville Road homes.

When asked by a resident about
an incident in which an employee of
the group home made alleged in-
sulting remarks about her, Mr
Richards apologized for the problem
and said 'TII address the sitaution."
Other*Montvue Drive residents
said it has been difficult to talk with
most of the group home employees.
Mr Richards replied, "You people
have my staff scared to death--they
are afraid of saying anthing which
might offend you." He invited area
residents to call the home and make
• arrangements to visit the clients and
staff.
A member of the audience chal-
lenged the professional training of
the Voca staff members. JeffGo-
sien, who lives next to the Montvue
Drive home and was a former habili-
ration specialist of the facility, said, "1
don't think we were professionally
trained--everything was just thrown
onto us when they were training us."
Mr Gosien said he wat officially fired

At the end of the hour-long dis-
cussion at City Hall, Councilman
Mike McClung said it was obvious
Mr Richards was working to improve
the situation at the Montvue Drive
group home and asked residents'
patience as pro~lems continue to be
dealt with.
